Yes you can hookup a hard drive to the sub port on a router and use it for storage and access it with anything on the network. That's what that usb plug is for.

To access it from anywhere on the Internet I think you would need a static IP address and port forwarding setup. You'd be ahead to just use Dropbox or a similar service.
