They sure can! It is impossible to completely own land. You always have to pay rent (property tax) or uncle Sam will relieve you of your property. Pretty sad that even if you own your home free and clear, you still need a source of income just to stay on your land.

  I'm not disagreeing with you but in a scenario where you wouldn't have to pay property taxes or other taxes for that matter you would have to spend as much money or more and devote the rest of you life to     prevent somebody from taking your property from you by force. At least our Govt. does provide some protections unlike some places on this planet. Yes, I think there is way to much tax burden places on property owners.
