+1 on the land roller. Big time. I'd be a bit scared to heavy harrow, but could try and see what happens. Coil packers come to mind also, tho not as effective as a land roller.

Pokey your into cover crops. Maybe a pincher/roller would break the lumps? Be interested to see....
