What I was trying to say that if it was super easy to build a refinery, there would be too much competition and lower returns. I know environmentalists are over the top and couldn't possibly imagine all of the red tape a refinery goes through to comply with regulations, but all of the regulations also increase profitability due to decreased competition. If a farmer wanted to expand his land base, he is bidding against hundreds of thousands of farmers. How many people try to build or expand a refinery?

A side note, there was a local gravel pit that opened and the owner said he needed approval from 50 government agencies. Crazy and sad.
