I like this posters idea. A local welding or machine shop should be able to turn a 1 1/2" dia. piece of cold rolled 4140 down to 1 7/16". If 4140 is not available a 1040 - 1045 or 1140 - 1145 cold rolled steel bar should be acceptable. I would be concerned about the strength of hot rolled bars or 1018 or 1020 bars.
