If you've ever pulled galvanized drop pipe with electric cable taped to the pipe, the pipe can be rusted out with the whole length pitted and under the tape will be shiny as new galvanized pipe. I assume the tape is to prevent any corrosion of the clamps, even though they should be all SS, sometimes they're not all the same grade of SS.
