It does not say anything about business survival. It says necessary support which IMO does not mean survival. So say a person did not have a profit last year, because covid hysteria made the grain market go lower than it would have. Even though this person is well off and can weather a one year downfall, but he thinks that this loan is necessary to help support his business through this pandedemic. Should he be accussed, if he takes the loan, as unethical?
