When talking about the foods they emphasize does that not mean that you are supposed to eat more of certain things and less of others? And if you eat more of one thing for a given energy or nutrient need then the other category would be reduced.

It still appears to me guidelines are suggesting people eat a high carbohydrate diet, even if they are not giving a specific numeric amount. With a lot more fructose in fruit than what would seem to be good for our liver.
