Southwestern Minnesota | Personal responsibility is a huge part of it. And you are right- so are dietary recommendations. I do not believe that the current USDA dietary recommendations promote weight gain.
The Food Guide Pyramid has not been a part of USDA's Dietary Guidelines since 2011. It is true that there were recommendations on amounts (grams) of carbohydrates to consume in past years with that model, but that has not been the recommendation in the recent guidelines. The USDA graphic (model) has changed through the years, reflecting new research:

2011 My Plate
The current My Plate graphic is based on the recommendations from the USDA Dietary Guidelines from 2015-2020. There is no recommended "grams" worth of carbohydrates to eat, but rather recommendations for whole grains, whole fruits, etc. There are lots of details and other information for what is all included in the current recommendations, but there is not a specific gram recommendation.
