Put a tee in the 5 inch pointed up a bit then loop around and down to the 4 inch. That will allow the 5 inch to flow and try to clean itself without having to worry about having overflow the 4 inch fill up with sediment.
Agree with Tim. The loop up allows relief but puts preference to directing down the 5. I’d dig up the 5 further downhill hoping the siltation reduces.
Also wonder if the 5 continues on past the fence or turns and might have more acres on it than you think.
All this assuming both tiles are in good shape.
