I agree with you on this Scott.

If you want serious compaction breakage I like annual ryegrass. Ive planted it on some logging roads that are so hard a shovel won't even break it up. After a couple seasons of the rye it becomes brittle and water will soak right in.

Tillage radish would sprout and die on it, or sprout and grow sideways.
