We did same thing on old gravel pit we had to reclaim. D9 dozer pushes about 1” to 2” skin coat of topsoil over the top of ground(roughest field ever planted in my life). We then took corn planter directly into and planted 15k pop. Corn was spotty all over. Next year lightly hit ground and planted 40k pop of leftover seed corn mixture. Corn didn’t put much of ear on but got ground working with soil life IMO. Next year did regular tillage and planting passes and grew 125 bushel corn.
