Subject: Tillage advise on late season corn / construction site

Central Illinois - west of Peoria
Working for local contractor at duck club planting 80 day corn for ducks . They took a pan scraper and peeled 20” off a 10 ac field and want me to plant corn in it . Soil is good river bottom silt . I think we need to chisel the ground as the scrapers really packed the surface . I told them don’t expect a good stand of corn in these conditions.
What does ag talk think - hit with soil saver chisel and FC and plant ??
No till and cover crops are not a answer done here!
Thanks guys
