SC Wisconsin
absolutely not. I've got a little shed that was here when I bought the place, maybe 25x40 thats open to the west. The snow hits the back wall in storms and the sun hits the back wall in summer. I hate it. I cut a small door in the back (east) wall and made a little dirt lot so they can atleast get in the shade in the hot summer afternoon. I also put clear panels on the south end wall to get some sun heat in there in the winter. You could still build the shed over the concrete and fence a little dirt lot to the south and have a gate so they can only go out there when its dry enough. Putting feeder calves in there, that's going to be their most vulnerable time in life and the cold draft in winter and baking sun in summer will make for a lot of headaches.
