Change in the market.  If your plant is set up to send milk to colleges it is set up for the big bag of milk.    ( no need for that right now)   If you sent milk to schools...  you packaged in small cartons.    Although still some market for the cartons  it is way down.   They need to get set up to put in 1 gallon  jugs.   It is all Logistics.
