My local phone company Frontier has done zero upgrade in my area except brand new service trucks. Small local Nebraska based phone companies have been laying fiber all over the place where they serve and even to my town for the cable company. Some private companies are now on a rush to lay fiber to the Frontier and CenturyLink towns now.
