the waivers were for the oil industry not the ethanol industry. Under EPA's Renewable Fuel Standard (RFS) program, a small refinery may be granted a temporary exemption from its annual Renewable Volume Obligations (RVOs) if it can demonstrate that compliance with the RVOs would cause the refinery to suffer disproportionate economic hardship. The small refineries argued successfully that high priced RINS made them noncompetitive in the industry. So the waivers high lighted the inefficiencies of big oil not the efficiencies of ethanol.

EDIT---if you can't understand this basic ruling of refinery waivers maybe stay out of ethanol discussions.....

Does economic hardship equate to efficiency in your world?

I know who the waivers were for. The point, which you seem too obtuse to grasp, is, if ethanol was efficient for the user, why would any user NOT WANT to use it? Clearly there must be more money to be made by not using ethanol. YOU calling ethanol efficient doesn’t make it so because YOU are not the customer. Your opinion doesn’t mean jack squat.
