Sanilac Co. Michigan | Used to be windowing oats was common around here, like 40 years ago. Shoot, the first self propelled pieces of equipment I owned was a JD 215A draper/that ridicules little hay crimper attachment. Wasn't a speed demon making first cutting hay, but man, I could windrow oats like nobodies business.
Lots and lots of family dairy farms, everyone grew oats for a nurse crop for new seeding and feed. It was one way to get dirty oats or oats with the seeding grown up through it to dry down and feed through the combine. Getting the timing of the cut properly helped retain test weight, too.
I don't imagine there's more than a couple working draper windrowers left in the county now.
