This was a one shot deal- state land sale. Cut and dried with state rules.
There is an attorney near me who started a few years ago sealed bid/auction type land sales. Sealed bids due by mm/dd/yyyy, top ~five bidders come to a meeting at a later date, sit around the table and rebid. I see his notices couple times a year.
