As suggested above, research remedy and reclaim herbicides. Not sure which or if both would be labeled for cedar control but they were the go to in this area for mesquites and general brush control. Recently Sendero was released and the kill rate on the mesquites is much better but im pretty sure it's not labeled for cedar. You should be able to control cedars that size with a basal tx fairly easily. I've treated mesquites much bigger than that with good results, and they're a bugger to kill.

Edit to add... fire is a good option for cedar. They burn with more BTU`s than gasoline and the larger trees trunks can 'burst' when burned so use caution if going that route.
