Braham MN.
You need to clean the bolt spotless, then run it all the way out. The outside wedge is captured on the bolt. If the outer wedge is stuck, loosening the bolt will drive the inner wedge out.

Once one of the wedges has come loose, you need the U shaped tool to hold the loose wedge in, then keep turning out bolt and it will push other wedge out.

I'd put wedge on top, with weight of tractor on wheel and keep turning that wedge bolt. There torqued to 400 foot lbs. from factory. Once your sure the bolt is truely pushing wedges out, jack up tire, put wedges on bottom and hit the TOP of the axle with a 10 pound sledge with all you got.
