N.D | Cut the pipe of only pull out the rod a put a New rubber stopper on the rod and put it in the pipe and push down until your water is completely not flowing The cut the rod off a couple inches above the concrete and weld a L shaped bracket to the pipe I see close by and have it hold the rod down then fill the pipe with silicone to keep manure and stuff out.
That might work but if can’t stop the water at the bottom dig it out | |
