Ekeller2 has the most correct answer. Majority of people have someone in the family getting and/or earning a paycheck or a pension from a taxpayer job. Illinois had at one time 2.5 times more government entities than the number 2 state...all these entities have a pension. These people, whether they consider themselves liberal or conservative will vote to keep the status quo. I saw this on our own farm bureau board (at a meeting to inform us of the states problems) I was the only one that did not have a government related job by a family member. No one was willing to say they would go to Springfield or Washington DC to lobby to cut a government pension!
