Hopefully not. My only question, and hence looking for professional advice, is Nebraska is a public power state. Private companies can't eminent domain, but public utilities can for transmission needs etc. The public power companies (NPPD, OPPD) have started to be affiliated with projects under development though by private developers. My concern is if at an impasse if they can claim in interest of public utilities. I'm just trying to know what their options/my options are while negotiating here.
