turning in Prevent Plant will not hurt your APH. It's just the same as not planted.

If you are planting a spring crop.. there are conditions.. If I go with Corn.. then I get 60% of APH plugged into average.. If I go with an Approved Double Crop.. Sorghum or Soybeans.. whatever you have HISTORY of.. then no impact on Yields.

so.. Yes.. It can affect APH's.  Every area is probably going to be different depending upon practices and history in that County.

Surprisingly it might swing things out of Corn...   ???  Too early to know yet.. need more Price info..

Crop Agent thought it was worth asking for a Yield Exemption from USDA over this year..  We'll See Senator Roberts and Moran later this week at state Commodity Meetings.
