Odds are, if you look at the actual specifications it will say UP TO 35gpm. And this spec probably is done with short wires at maximum voltage, no lift on the pump and no outlet hose. Not false advertising given the testing parameters. In other words, the figure given is how many gallons the pump MOVES, not how many it will pump against head pressure, etc.
