I have been on the unfortunate side of the health department in my last home and current home- they have a major say in what happens once that pipe leaves the house that is certain. They dictate what gets replaced and you are at their mercy. However, there are many counties that are unzoned or don't police these type of utilities (yet). IMO it is best not to involve the county or govt into these matters as common sense and logic are no long applicable. Aside from environmental concerns, dumping your grey water shouldn't be an issue, there is something off in your plumbing and you need to draw a diagram or add some pics of it for anyone to help much further. It is possible you are siphoning your trap when your pump kicks on- the AAV mounted in your sink cabinet would alleviate that by allowing suction pressure to vent.
