What is the discount given in the LLC's operating agreement?
I guess to answer your original question, assuming the scenario you pointed out (friendly trustworthy original partners, now 'friendly' but disinterested partners) I would throw out a 90% of FMV valuation. It's a number. Doesn't make it right.
Lots of emotion entering this thread. Even if it's a sibling life takes people in different directions and divided title is divided title.
