Yeah, but that is not what is happening here.
It is but you may not be seeing it.... One of your providers is blocking or blacklisting the other and the email is not going through.
Just a quick check on mxtoolbox.com shows at least one of the 5 email servers pa.net is using is on a blacklist. So depending on which mail server you wind up using when you send will probably determine if your email goes through, and could also affect incoming mail as well.
I would contact your ISP first and have them check their filters for the failed messages and see if they can tell you what is going on.
