You can introduce an offset on the console if it's consistently too low.
A minor problem with the all in one design is that the rain gauge is higher than ideal - in strong  winds it may not catch a significant amount of what falls. Imagine if the opening were tilted at 45 degrees.
An official rain gauge will be on the ground and depending on surroundings they may create a screen around it for shelter, with netting or similar.
