Where is the gauge located? Is the area around the gauge free of things like building and trees for a respectable distance? Check this link on rain gauge location.
Does the tipping bucket operate freely? Is it plumb and level. Maybe a shot of WD-40 would help. A friend had insects foul up his gauge once with a nest.
