Sticky metering valve or the transfer pump isn't making any fuel pressure to the internals of the pump. I had a couple that the delivery valve retention screw was loose causing starting problems. Unless you're a pump tech, pull it off and have it gone thru. You have no way to test for fuel pressure because it takes a special Roosa fitting.
