southern MN | You can "make" nitrogen with cover crops. It takes time tho, more than us northerners typically have.
Otherwise, cover crops recycle nutrients that are already there. They add organic matter, and hold the soil in place. But they can't 'make' P or K. There is some debate if they help break down a little bit of P and K from the soil reserves.
Again in our northern climate, soil breaks down very slowly. One of the reasons we tend to have deeper, richer black soils, we are frozen over half the year..... so it's unlikely the nutrients won't come out of the soil real fast, with or without the cover crops.
