Not anymore he isn't. He is the ranking member. The Chair is now Michael Conway - Texas. And he is not going to help the OP.
The OP might try the ranking member: Peterson - Minnesota, but keep in mind, Peterson is real proud of securing grants for local airports, and those grants may be paying the cost of condemning the OP's ground. So, the City Council appoints members to that Commission. The OP should dig into were the power is there and why they have not appointed members to the airport commission. Something is up there because they appear not to have met for 4-5 years. And the last agenda items were not about expansion issues, so...
I've had some success attacking bad airport planning documents, opening up an airport temporarily closed for general ag use, and blowing up a condemnation effort. I do not know why they want to improve the Winsted grass strip, but the OP needs qualified legal counsel ASAP.
