There are 2 sides to everything .. or more.  The developer probably will have additional costs.  He is probably going to invest in infrastructure: roads, water, sewer, electricity with the risk of not selling timely or for what he wants.  On the other side you have the loss of income and aggravation.  Start with raw land value + loss of income + what the irritation is worth and then decide what you want for it.
