The Moore drill appears to be just another press-wheel drill, so it probably wouldn't be any improvement over Traveling Man's modified CrustBuster (and might actually be worse).

For no-till, the depth-gauging function needs to be separated from the seed-firming function, which should be separate from the furrow-closing operation. Attempts to lump any of these together usually results in less-than-satisfactory performance.
