Around here it depends on roof pitch. Leaving shingles on leaves a lot of weight on a roof. Think of how much weight stacks of shingles are, to carry up a ladder. Plus the weight of a lift of steel. Then add snow load. Freezing rain and snow will still stick to a fairly steep steel roof.

As for the steel itself, Check the warranty requirements/ install instructions. Many don't want anything touching the steel. So the roof is usually strapped, then either felt or vapour barrier is applied before the steel. Helps with condensation, and manufacturer can't blame a problem on the steel setting on some foreign material.

Neighbour just spent big bucks last yr putting steel shingles on, big wind took half them off last week though. I have sheet steel myself.
