I put sheet steel over a shingle roof on a calf barn once, and it worked just fine.  I have seen it done directly over the shingle and with wood strips put on first and the sheet steel fastened to the strips.  If the roof is in good enough shape that the extra weight won't be a problem, I would not bother taking off the shingles.
