I have no experience in your dry climate. Cover crops will help to retain soil water by covering soil preventing evaporation and increasing humus which leads to retaining the rain you do get. While it is never a bad time to start cover cropping, starting in the middle of a drought and expecting benefits is like shutting the gate after the cows are out and expecting them not to not eat the corn. If you are looking for an excuse to not use cover crops, you can easily come up with multiple ones every year. If you are serious about integrating them into your system, you will find a way to make it work.
