Cover Crops can help retain moisture and suppress weeds. Being in such a hot and dry climate you might want to try cover crops that thrive in hot dry weather. Ex: Sunn Hemp, Sorghum Sudangrass, Millet, Berseem Clover, Buckwheat, and many more.

I went out to Oklahoma and they did a study on Cover Crops and water retention. They put out moisture gauges where there were cover crops planted and gauges where the ground was left bare. Where they had a cover crop growing it equaled to 1.5 more inches of rainfall in the soil. You would think the cover crop uses up all the moisture but really it retains it and keeps the soil cooler.
