From stories I have heard about switchgrass, it seems that one big source would be the land owned or managed by the DNR folks(dept of natural resources). Those guys are salivating at the thought of obtaining additional revenue that isn't tied to current taxpayer funding. I don't think it would take them long to change the sacred rules on mowing/harvesting CRP land.
