I think what you & your neighbor experianced is the importance of planting into a sterile seedbed. Always works better than planting into green/recently sprayed, heavy foliage.

Personally, I wouldn't worry about what kind of equipment you'd need to plant into the wrong enviroment & instead learn from this how to make the seed enviroment better to begin with.

Mistakes are better avoided than 'fixed'....
