In generations past around here the posts all had holes drilled into them and the plain wire was pulled through the posts. To do that the holes all needed to kind of line up, hence they couldn't all be verticle but needed to be perpendicular to the land. With tie wire or stapling wires to posts they can be put in plumb. Could that be why some manuals say posts should be perpendicular?
Even down under we put them in plumb!!
