Subject: Electricians, what would cause this?

I flipped the switch on one of the banks of lights in shop and nothing happened. I went over to the circuit box and just the act of opening the door made them go on. I could smell a burny odor.
I took the cover off the box and found that the circuits ground wire had gotten hot enough where it connects to the ground bar that it melted the insulation off about 2 inches of the end of the wire and somewhat melted the plastic that holds the ground bar away from the box.
This was a copper to aluminum connection which I don't think had any goop put on it when it was installed. Could this have just been caused from a loose connection and arcing?
