You want your ground rod 50 feet away from any building grounds or water pipes etc. This is done so the charge from the fence does not access other metallic items in the area that should not be charged while seeking it's path to the fencer grounds. That is why the ground wire should be insulated.

If you are out in an open area with nothing else metal going into the earth for quite a distance, you could use a bare ground wire.
