I do not want to throw cold water on your problem, but if it is a pump jack as you mentioned and that is the rod that goes up and down then there is most likely what is called a cylinder down in the well someplace and it most likely will have too short of a stroke to pull the rod up that far.
Now with that said I have never seen a cylinder in a 2 inc well, so it may be something different.
