Couldn't you drill a few holes through the 2X8 and into the concrete then drop some pins down the holes to hold the 2x8 in place. Then when you want to remove the 2X8 just pull the pins and your done. The only thing that would suck would keeping dirt out of the holes in the concrete. Another thing, you could do is your idea of the of the removable block in the middle than just attach some baler belt from an old round baler on the outside of the doors tight to the ground. We have this on the barn at the farm and it seals it up pretty well. The only thing that sucks about the baler belt is sometimes the water running off the roof will freeze the baler belt to the ground but that may not be an issue in you situtation
