in our experience, the plow is about the only option that works to get all that residue in the ground. I would really try to get a short cover crop of oats or something to grow at least 3-5" tall and work it in to start stimulating some soil biology. Manure would be your best friend here too. gonna take some nitrogen and microbial activity to break that stuff down.
