I know Ontario is a long ways from you, but I'm pretty sure Crop Insurance will deny coverage on wheat after wheat up here. Disease issues would be my guess. They are pretty picky on wheat after corn( sweet corn or silage) up here as well but will cover it with certain caveats. ie certified treated seed, fusarium tolerant varieties etc etc..
