Yes it's true. The 3.8 percent tax kicks in on the excess of your capital gains tax exemption upon the sale of your home. For a married couple you currently have a $500,000 cap gains exemption, then the 3.8 percent tax kicks in on the remainder of the gains from the sale of the home. This will kill the housing recovery. Hope and change SUCKS.
